Prop 54: CA Legislature Transparency Amendment

7.08.2016 | Initiatives

Ballot Title

Legislature. Legislation and Proceedings. Initiative Constitutional Amendment and Statute.

This measure aims at making sure that the California Legislature’s operations are as transparent as possible. The California Legislature would be prohibited from passing any bills until they are published on the Internet and in print for at least 72 hours before the vote occurs. The Legislature Transparency Act requires audiovisual recordings of all its proceedings (except closed sessions) and post them on the Internet. It also authorizes any person to record legislative proceedings and post them on the Internet.

Arguments For

“The League believes that our democracy is stronger when more people participate… Having advance notice of the content of bills slated for legislative action and recordings of legislative proceedings available in a timely fashion greatly enhances active public participation.” – Helen Hutchinson, League of Women Voters of California
