Cigarette Tax to Fund Healthcare, Tobacco Use Prevention, Research, and Law Enforcement. Initiative Constitutional Amendment and Statute.


This tax amendment would increase the tax on cigarettes by $2 a pack and the same increase on other nicotine products (ie: tobacco products and electronic cigarettes). The revenue from the taxes collected would increase funding for existing healthcare programs, tobacco use prevention/control programs, tobacco-related disease research and law enforcement.

Arguments For

“Smoking is the #1 cause of preventable death in California. Now Big Tobacco is hooking kids into a lifetime of addiction with e-cigarettes. It’s up to all of us to prevent this predatory behavior and reduce teen smoking. And if you don’t smoke, you don’t pay.” – Save Lives CA, Campaign Statement

Arguments Against

“None of this would save lives. All it would do is funnel more money into efforts overseen by government entities, which primarily excel at squandering much of what money they already have. Hopefully, California voters once again will see this to be the case.” – Sal Rodriguez, Orange County Register
